Groton's Conservation Commission advanced the long-running Cow Pond Brook Road athletic fields project this week, approving construction conditions that hinge on an Oct. 2 town meeting land vote.

TOWN -- The Groton Conservation Commission on Sept. 8 voted to approve an order of conditions for the Cow Pond Brook Road athletic fields project, the latest procedural step in the town's redesign of the youth sports complex. Commissioners moved to require, ahead of any construction, the permanent transfer of custody of parcel 249-51 to the Conservation Commission, along with the permanent closure of an access road on parcel 249-57, which is to be "left to rewild in perpetuity." Members said the parcel transfer needs approval from Town Meeting, which they noted is scheduled for Oct. 2, and discussed getting it added to the warrant so it could be completed before ground is broken. "I feel much more comfortable having this accomplished before the construction begins," one commissioner said, adding that "once construction is done, our only leverage is gone." The order also sets standard erosion-control, notification and site-restoration conditions for the work under the Massachusetts Wetlands Protection Act and the town's wetlands bylaw.
