Groton officials previewed a 22-article Town Meeting warrant ahead of the May 2 vote.
Town Meeting · Meeting of April 17, 2026
Groton officials previewed a 22-article Town Meeting warrant ahead of the May 2 vote. Town Manager Mark Haddad outlined a $4.2 million Cowpond Brook Fields renovation, backed by a $1 million federal grant and Community Preservation Act funds, plus an $812,000 West Groton Dam repair funded through $133,000 in Community Preservation historic reserve money and $679,000 in borrowing, including a $200,000 to $250,000 contingency. Removal of the dam, an alternative if Town Meeting rejects repair, is estimated at $1.7 million to $2.1 million, with about 95 percent potentially grant-funded.
Haddad also flagged Article 9, special legislation to exempt "uncontrollable costs" from Proposition 2½, worth roughly $4.5 million in levy capacity. The town also reported a $345,000 snow-and-ice deficit this winter, the largest since 2016. No votes were taken at this preview session; Town Meeting convenes May 2 at 9 a.m.
