Groton Planning Board Names Francisco as Vision 2036 Liaison, Clears Emerson Parking Fix

Groton Planning Board appoints Francisco as Vision 2036 liaison and approves Emerson Health parking changes. At its July 30 meeting, the board voted unanimously to designate Member Phil Francisco as its representative to the newly formed Groton Vision 2036 working group, a Select Board-approved body coordinating implementation of the Destination Groton vision plan. The board also approved, 7-0, a minor parking modification at Emerson Health's outpatient facility at 240 Main Street, reducing the number of accessible spaces from eight to four and adding four additional regular spaces through restriping — a compromise suggested by Vice Chair Paul Hathaway after Town Planner Takashi reported finding six of eight accessible spaces vacant during an 11 a.m. site visit.

Member Russell Burke flagged that the facility's exterior lighting is in violation of town regulations and asked management to address trespass onto neighboring properties. The board unanimously continued a public hearing on a proposed 120-foot cell tower at Groton-Dunstable Regional High School pending a Zoning Board of Appeals variance ruling scheduled for August 4, and heard a first discussion of a draft zoning amendment required by the state Clean Energy Act of 2024, which takes effect October 1 and covers battery storage, solar, and other small-scale energy facilities for which Groton currently has no local zoning.
