GROTON — The Groton Sewer Commission said it still lacks a signed intermunicipal agreement with Pepperell more than three years after adopting a new flow-based billing formula. Chair Jim Gminer said the commission has accumulated a billing credit but wants an engineer, identified only as Paul, to explain how it arose: "It's nice to know that we have a credit of a substantial amount of money, but it'd be good to know how we got there." Business Manager Lauren Corey said a Main Street dentist's office is seeking a sewer abatement after a cracked water filter leaked onto its basement floor rather than down the drain, generating "less than 30" units of excess usage. The commission approved its September 30 minutes 2-0 and scheduled its next meeting for October 21 at 2 p.m.
